Whats wrong with my jade plant and how do I fix it?

When rooting a Jade cutting (stem or leaf), what is the best rooting medium and should it be completely dry?

I took two cuttings (around july 10th or so) from a 6 year old jade plant that is doing well and dipped them in rooting hormone and left them out to callous for three or four days. Then I placed them into a Cactus and Soil mix directly out of the bag and placed in a bright but sun-less window. The other one has been in the soil for over a month now and no sign of roots, meanwhile the cutting is slowly shriveling up. What are those seed-like things around the roots of my jade plant?

Are they seeds? I just bought the plant and tried repotting it today, and noticed many small clusters of what look like seeds. My other jade plant didn’t have these. They’re a little smaller than the size of a pencil eraser. I read somewhere jade seeds are very fine and look like dust. (definitely not what this looks like) What is it? And should I try and remove all of them from the roots? (The plant is not doing too well, and I’m wondering if these things are partially to blame.)
